Javier Gutierrez, Chief Executive Officer
Javier Gutierrez holds a civil engineering degree from the Universidad Politécnica (Madrid, Spain). Skilled in toll highway implementations and operations under project finance structures, Javier has significant experience running successful projects and brings a diverse skill set to his role as Chief Executive Officer. He has substantial experience in all aspects of toll highway concessions, including construction, toll system and Information Technology, Right of Way acquisition, maintenance and operations, legal and finance and administration.
Cesar Diaz-Plaza Perez holds a Bachelors of Business Administration degree from Universidad Complutense de Madrid. Cesar has developed accounting, reporting and controlling activities for numerous projects including the motorway Euroscut Algarve and motorway Euroscut Norte Litoral. Since the end of 2007, Cesar has served as the CFO of SH 130 Concession Company, LLC and is responsible for the financial department.
Steve Thoreson is a licensed Texas attorney with over 14 years experience in the Real Estate and ROW industry serving property owners and government agencies. After graduating from Hamline University School of Law, in St. Paul, Minnesota, he went into private practice representing property owners and government agencies in right of way related matters, including relocation claims and eminent domain actions. In 2001 he moved to Arizona where he managed relocation projects, including the Phoenix Sky Harbor Airport Expansion and Valley Metro Light Rail. After a short time managing the Uptown Corridor Acquisition and Relation Program for the Metropolitan Transit Authority of Harris County, Texas (Metro) he came to SH 130 Concession Company, LLC as Right of Way Manager.
Jose Roberto holds a Bachelor of Science degree in Civil Engineering from the University of South Carolina. Jose is a registered Professional Engineer in the State of Texas. His experience spans over 24 years in transportation and infrastructure projects. For the past 7 years, Jose has been involved in several design/build projects including SH 130 Segments 1 through 4 for the TTA, 183A for the Central Texas Regional Mobility Authority and most recently the Pass Thru Toll project for the TxDOT, El Paso District.
Brad received a Bachelors of Business Administration from Texas State University and a Masters in Business Administration from Our Lady of the Lake University. He is certified as a Project Management Professional through the Project Management Institute (PMI), and is Intelligent Transportation Systems Project Management Certified through the University of Maryland. Brad has over 16 years of technical experience implementing complex technical solutions and over 13 years of experience in implementing technology projects and programs based on PMI methodology.
Heather holds a Bachelor of Arts in Mass Communication from University of California at Berkeley and graduated from Columbia University School of Law in New York City. She came to SH 130 Concession Company from Paul, Hastings, Janofsky & Walker LLP in Los Angeles, CA, where her practice focused on contract and real estate law. Heather is admitted to practice in Texas and California.
Matt received a Bachelor of Science from Indiana State University with minor concentrations in Marketing and Political Science. He has pursued additional training in corporate communication strategies, public policy development, market share analysis and ISO training. With more than 15 years experience in Public Relations, Marketing, Customer Service and Operations, Matt has used his skills to successfully manage communications and operations within large organizations. Matt was most recently the Chief Operations Officer for the Indiana Toll Road at ITR Concession Company, LLC.
